COMPLIANCE AGREEMENT <br />PARTIES: <br />Foothill Sanitary Landfill, Inc. (Foothill) <br />San Joaquin County Local Health District (LEA) <br />RECITALS: <br />i <br />PERM,11 i SERVICES <br />On December 22, 1988 the California Waste Management Board <br />staff conducted a first field inspection of the site referenced <br />as Facility No. 39 -AA -0004 pursuant to Government Code, Sections <br />66796.38 and 66796.67(a). <br />INSPECTION: <br />The inspection report cited the following as violations: <br />Section 17616 - Report of Disposal Site Information <br />The Report of Disposal Site Information (RDSI) is outdated. <br />The following areas that require update are: <br />1. The old RDSI (undated) stated that "the operational hours <br />are from 8:00 a.m. to 5:00 p.m. except Mondays, January 1, <br />July 4, Labor Day, Thanksgiving and Christmas day." The <br />current operational hours at the site are from 7:30 a.m. to <br />4:30 p.m. daily. <br />2. Resume of management needs to be updated. The current owner <br />of the landfill is Waste Management Inc. <br />3. This site is accepting infectious waste. This should be <br />addressed in the RDSI and the permit. <br />NOTE: To keep the information contained in the RDSI current, the <br />operator is required to file amendments to the report whenever <br />necessary. Such amendments or lack thereof may become the basis <br />for changes in the permit or for revocation of the permit. <br />Section 17682 - Cover <br />I observed tires that were not covered located on the <br />eastern corner of the working face. All waste must be covered at <br />the end of the operating day (CCR 17225.17) to prevent propa- <br />gation of flies, rodents or other vectors, to control landfill <br />fires and to prevent the creation of nuisances. <br />Section 17711 - Litter Control <br />Due to the weather conditions on the day of my inspection <br />(gusty winds), substantial amounts of litter were scattered away <br />from the active face.
