E <br />Foothill Sanitary Landfill <br />Page No. 4 <br />17682 - Cover <br />I observed that all wastes (including tires) were adequately <br />covered at the end of the operating day. <br />17711 - Litter Control <br />I did not observe litter that was objectionable at the site. I <br />was informed by Jesse Padilla (site foreman) that they routinely <br />collect all litter that is blown away from the active face. In <br />addition, Mr. Padilla also monitors the surroundings of the <br />landfill once a week to collect litter that may have blown off <br />site. <br />CONCLUSIONS <br />The operator of this facility was responsive in correcting the <br />previous violations noted in the initial state inspection report. <br />Although Sections 17616 - RDSI and 17751 - Periodic Site Review <br />were submitted to the Board, these documents are still subject for <br />review to verify adequacy. Overall, this site looks good except <br />for the violations and areas of concern mentioned above. The <br />operator must correct the noted deficiencies to conform with the <br />State Minimum Standards and permit requirements. <br />a <br />qast Management S cialist <br />
