Foothill Sanitary Landfill <br />Page No. 3 <br />proposed modification, apply for a revision of the permit". This <br />change in operation, which is ongoing and not proposed, does not <br />conform to the governing solid waste facilities permit (SWFP). <br />Thus, this facility has been, and continues to be operating outside <br />of the terms and conditions of the current and governing SWFP. <br />AREAS OF CONCERN <br />17616 - Report of Disposal Site Information <br />A Report of Facility Information dated December 1988, was submitted <br />to the Board to reflect the operational status of the site. <br />However, hours of operation need to be updated. This site is now <br />operating from 8:00 a.m. to 5:00 p.m. <br />17710 - Grading of Fill Surfaces <br />A small section of the intermediate cover area located <br />approximately 500 feet northeast of the active face needs to be <br />regraded to promote lateral runoff of precipitation. <br />17731 - General <br />I observed an oil spill in the maintenance building, as shown in <br />slide II -18. Equipment operators must be careful in transferring <br />motor oil from the oil tank to equipment tractors to prevent oil <br />from spilling to the ground. I also observed the waste oil storage <br />tank was not double contained, as shown in slides II -19 and II -20. <br />An adequate double containment is recommended to contain oil in the <br />event of a spill. Effective preventive maintenance procedures and <br />programs,shall be developed and implemented to properly contain and <br />dispose of spilled motor oil. <br />17751 - Periodic Site Review <br />The engineering review dated January 13, 1988, contained the <br />required information under this section. However, there was no <br />signature of the registered civil engineer who performed the <br />review. <br />NOTE: The engineering report was submitted as part of the Report <br />of Facility Information (RFI).
