Presently San Joaquin County has no solid waste management plan but <br /> this site was established before August 18, 1974, therefore no find- <br /> ing of need and necessity from the State Solid Waste Management Board <br /> is required. <br /> G. This permit is consistent with the State Minimum Standards in that the <br /> following conditions establish an appropriate schedule for compliance <br /> with those standards . <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. This facility must comply with all of the State Minimum Standards <br /> for Solid Waste Handling and Disposal. <br /> 2 . This facility must comply with all federal, state, and local <br /> requirements and enactments . <br /> 3. The San Joaquin Local Health District reserves the right to <br /> require additional information concerning the design and <br /> operation of this facility. <br /> B. Prohibitions : <br /> 1. The following actions are prohibited at the facility: <br /> a. Disposal of hazardous wastes . <br /> b . Scavenging. <br /> c. Open burning. <br /> d. Disposal of large dead animals . <br /> e. Disposal of sewage sludge of liquids/slurries . <br /> f. Disposal of septic tank pumpings . <br /> C. Specifications : <br /> 1. No significant change in design or operation from that described <br /> in items I-A & B of the "FINDINGS" section is allowed, except for <br /> those changes which are required under the "CONDITIONS" portion <br /> of this permit. <br /> 2. The operator will immediately commence and thereafter maintain a <br /> log of special occurrences . <br /> 3. The operation will take immediate steps to operate the site in <br /> such a manner so as to minimize the propogation or harborage of <br /> flies , rodents , or other vectors . <br /> 4. Immediately provide an area designated for extinguishing incoming <br /> burning wastes that must be within 50 feet of a fire hydrant and <br /> in an area where flammables will not ignite either accumulated <br /> garbage or flammable vegetation. <br /> 5. The operator must provide sufficient quantities and properly <br /> maintained fire suppression equipment so fires can be extinguished <br /> as promptly as possible. <br /> 6. Mark all hazardous areas (areas where the fire is burning) with <br /> appropriate signs immediately. <br />
