been identified as prime agricultural land by the <br />County fbr planning purposes. It is the County's <br />policy that agriculture will be encouraged where <br />soils of high duality are found, water is or will <br />be available, and adequate drainage can be maintained. <br />This policy reinforces another policy of maintaining <br />open areas between existing urban centers. It is <br />also the County's policy that further fragmentation <br />of viable agricultural land outside of areas designated <br />for urban expansion will be permitted only in rural <br />residential areas. Protective zoning for agricultural <br />lands will be enforced by prohibiting scattered resi- <br />dential, commercial, industrial or other uses unless <br />they are directly related to the needs of the agri- <br />cultural community. Implementation of the Williamson <br />Act will be encouraged in these areas as a method of <br />preserving prime agricultural land in long-term open <br />space use." <br />The above statements conclude our discussion of the <br />Open Space/Conservation Element by showing the nature <br />of the two major areal designations in the local <br />vicinity of the proposed project. The present sub- <br />division application is Rural Residential in character <br />and location even though soils render it capable of <br />possible Intensive Agriculture. <br />Zoning: <br />The subject property is located on Zoning Map 1.2, <br />a portion of which is reproduced on the following page. <br />Zoning of the subject property is RA -20. North of <br />Cherokee Lane property is zoned I -PA for 1900' west <br />of Cherryland. Property from there on west to the <br />99 Freeway is zoned M-2. RA• -20 Zoning extends west <br />along the south side of Cherokee Lane 1400' where it <br />becomes CM Zoniiig for 700' and finally M-1 for the <br />remaining 1100' to the Freeway. South of the subject <br />property 2200' the property east of Cherryland is <br />zoned M-1. West of Cherryland the property is zoned <br />RA -20 and CM. RA -20 Zoning exists to a point 1200' <br />east of the center line of Cherryland Avenue and from <br />there east properties are zoned I -PA and ultimately, <br />GA -5. <br />Appropriate City Plans and Their Elements: <br />The City of Stockton projects industrial designation <br />for property east of the Freeway to Cherryland. The <br />property east of Cherryland is on the fringe of the <br />Stockton planning area but not included within it <br />(Bob Ching, City of Stockton Planning 12/11/74). The <br />Open Space/Conservation Element is consistent with <br />the Land Use Element in showing the area west of the <br />property as urban in nature. <br />-16- <br />
