there are areas that are closer to Stockton that <br />could be developed, hut aesthetic considerations <br />may dictate non-residential development on some <br />of this nearby land. <br />- Policy 3 has been followed because the developer <br />has chosen the option of a "Fee -in -lieu" program <br />through the subdivision process and because the <br />ti acreage involved is not large enough to provide a <br />park. <br />- Policy 4 is not being followed because the design of <br />this subdivision is one of typical single-family <br />residences on 1/2 acre lots. <br />- Policy 5 does not apply. <br />- Policy 6, the multi -use of open space,applies to <br />the land being set aside for the landscaped drainage <br />swale. The value of open space is recognized. <br />- Policy 7 -- unless financial support comes from the <br />public sector, preservation of open space, if unused, <br />may be too great a financial burden for the private <br />citizen to bear. The design of this project with <br />the open space in the center of the project shows <br />that there is concern to allow more vicinity resi- <br />dents the opportunity to view the landscaped area. <br />It is possible to design the area so that even more <br />people could view it either by adding through <br />walkways or by designing the street pattern to <br />include the drainage area as a circle with no <br />intervening lots, in the line of sight between <br />roadways and landscaped areas. <br />The following 2 titled paragraphs illustrate Open <br />Space/Conservation Element concerns and policies <br />affecting the subject property and surrounding lands. <br />Rural Residential Areas: <br />"In some areas of the County, divisions of land have <br />occurred to the extent that the sizes of parcels are <br />no longer economically viable for agricultural produc- <br />tion. Most of these areas already contain residential <br />development interspersed with agricultural farm land. <br />However, many parcels within these areas remain vacant, <br />too small for agricultural use but not suitable or <br />required for urban development. Preliminary policies <br />for rural residential areas are being established by <br />the County in coordination with the cities, and future <br />rural residential development should be limited to <br />designated rural residential areas." <br />Intensive Agricultural Areas: <br />"Intensive irrigation practices in areas of high <br />quality soils have resulted in highly successful agri- <br />cultural production.
