C. <br />4. The siting of this subdivision is in an area which <br />has undergone considerable previous development <br />and in which agriculture has been largely already <br />curtailed. <br />5. Existing General Plan Elements show that the proposal <br />is logical and consistent with future use of the <br />area. <br />Negative: <br />1. Schools may have to accommodate more children than <br />educationally desirable. More housing will cause <br />a definite full-term increase in students. A <br />proportionately higher property tax income from <br />homes in this price range may offset this problem <br />somewhat. <br />2. Septic tanks are an interim compromise. Both <br />detergents and garbage disposals cause septic tank <br />problems either in the tank itself or by clogging <br />the leach lines. Sewers would be a much better <br />solution to septic waste, but a regional facility <br />with tertiary treatment is much to be desired over <br />a package treatment plant with the inherent problems <br />of ponding, smell,, and the possibility of break- <br />down. <br />3. Flood hazard is non-existent except for a standard <br />project flood. However, even a much less severe <br />flood could cause commute problems on waterloo <br />and Cherokee Roads, the major arterials connecting <br />the proposed subdivision with the area west of <br />the diverting canal. <br />4. Twenty-eight acres of land suitable for agriculture <br />is being permanently committed to housing. <br />5. Since there is no surface water service, ground- <br />water will be pumped for domestic use, contributing <br />to a lowering of the groundwater table which already <br />has overdraft problems in the Stockton Area. <br />6. Temporary construction problems are noise, dust, <br />visual unsightliness, trespass hazards, solid <br />waste to be removed, vandalism, and consequent <br />Sheriff's response. <br />1. If houses are built the property will be covered <br />about 20% but even if houses are not built, the <br />coverage allotted to streets, curbs and gutters <br />will be 12%.
