leads to runoff rather than soil percolation. <br />Runoff is adverse because it causes collection <br />problems, minimizes flood capability in channels <br />designed to carry water from other areas, because <br />it makes pools when it collects in areas and because <br />it has no chance to deep percolate and replenish <br />groundwater if it runs off of the land. <br />2. The existing walnut orchard will probably continue <br />to produce on a tree by tree basis for individual <br />lot owners; however, this will not be a commercially <br />viable agricultural production. <br />3. County services will be expanded to include service <br />to this area. A County Service District is pro- <br />posed to monitor and maintain drainage, well, and <br />street lighting facilities once installed by the <br />developer. <br />4. Solid waste collection will be needed where none <br />was needed before. <br />D. Mitigation Measures Proposed to Minimize the Impact: <br />1. During construction, contractors could fence and <br />utilize one lot as a construction yard. A temporary <br />mobilehome permit would allow a caretaker to be <br />present to watch tools and supplies. This would <br />make less Sheriff's patrols a necessity and would <br />probably cut the cost of tool and supply loss <br />considerably. <br />2. A dry line sewer system should be installed that <br />will feed by gravity flow to an appropriate hookup <br />for the eventual sewer collector in Cherokee Road. <br />Each lot should have the "stubbed -off" location <br />of sewer service, telephone, electric, gas and <br />water accurately shown by a stamp in the concrete of <br />the curb and gutter. <br />Redesign of the subdivision to reduce the amount <br />of streets needed. Some improvements or plans <br />for developing the frontages of properties on <br />Cherokee Road and Cherryland Avenue would <br />accommodate drainage, reduce standing water in <br />winter and dirt, dust and weeds in summer. By <br />planning for these areas, future problems would <br />be alleviated. <br />3. Drainage will be available to the Calaveras River <br />as soon as the drainage fees are completed or <br />perhaps sooner, depending upon legislation. <br />-30- <br />
