9. During construction, in order to conserve energy, <br />any practices which could reduce the amount of <br />time of operating electrical hand tools should <br />be utilized. Complete job planning would enable <br />the use of pre-cut structural and finish materials <br />to the fullest extent, and decrease energy usage <br />on.the construction site. Reducing the need for <br />electric hand tools will decrease usage of on-site <br />fuel consuming generators or power -line extension. <br />10. The homes should be designed in such a way that <br />the use of indirect natural light can decrease <br />the need for using electrical lamps during daylight <br />hours. <br />11. Relative to insulating the homes from <br />exterior climatic conditions, special care should <br />be taken in the sealing of windows, doors and <br />plumbing fixtures, as well as other openings, to <br />assure that these do not contribute to heating <br />or cooling losses. <br />12. Provide pedestrian ways and bike ways, in as <br />thrifty a manner as possible, to encourage the <br />subdivision dwellers to walk or ride a bicycle <br />to nearby neighborhood services. The nearest <br />commercial uses are about 1/4 of a mile away <br />which is within comfortable walking or riding <br />distance. <br />E. Alternatives: <br />The present owners acquired the property as an investment. <br />Taxes on the property have steadily increased to an all- <br />time high this year. One alternative would be to continue <br />to use the land for some crop activity. However, since <br />the land is assessed as residential property in terms of <br />the value placed upon it in relation to other surrounding <br />properties, agriculture would have to be intensive and <br />successful. Since the property is near a number of homes, <br />any large operation such as chickens or a feedlot would <br />quickly become a public nuisance. <br />The present alternative is probably the most feasible <br />alternative if the investor -owners wish to divest <br />themselves of this investment and realize a profit. <br />Finding a parcel of aggregation of parcels close to this <br />size and closer to the City Center of Stockton that have <br />not already been devoted to some use would be difficult. <br />Some problems of drainage and sanitary sewers would be <br />solved if such a site had been found. However, such a <br />location would Le easily to uevelop as 1/2 acre lots <br />and they would be less likely to have a rural atmosphere. <br />-32- <br />
