F. <br />G. <br />According to the applicant the alternative of "No <br />Project" is considered to be both uneconomical and <br />impractical as the pressures of suburban development <br />coupled with increased assessed valuation and resultant <br />higher taxes, preclude such land use. The local policy <br />is to accommodate growth within the suburban area to <br />prevent costly leapfrogging of development beyond <br />suburban fringes. <br />If the tentative subdivision map is approved, the 20 <br />acres discussed in this project will be devoted to <br />residential uses for the long-term. For the short- <br />term, until actual construction begins, agricultural <br />uses will continue. If the map is not approved no <br />subdivision will occur. The short-term use will <br />continue to be agricultural and the long-term use <br />would be indefinite. The project may enhance long- <br />term productivity of other prime lands by reducing <br />development pressures to meet needs of the housing <br />market. <br />The change from agricultural uses to residential uses <br />would be irreversible. Installation of improvements <br />such as streets, curbs and gutters, walkways, and <br />underground utilities would make it prohibitively <br />expensive to revert improved property to agricultural <br />use. Because of the unlikelihood of reversion, it is <br />true that any changes in runoff or 02 or CO2 would <br />also be irreversible. <br />H. The Growth -Inducing Impact of the Proposed Action: <br />The creation of 43 moire single-family residences will <br />add between 120 and 150 more people to Census Tract <br />36.01. The project will encourage a shift in population <br />by people who can afford and want a large lot -- large <br />home in a rural setting. Young people who are living <br />in an apartment or other rental unit and want to begin <br />an investment in their own home will be attracted by <br />spacious lots with "room -to -grow." Growing established <br />families will also be interested in the home possibilities <br />here. It is most likely that most of the new residential <br />units would be filled by a redistribution of existing <br />Stockton population, but is is possible that some new <br />arrivals and people from elsewhere in the County will <br />also help F43.l :.at tle subdivision. <br />-33- <br />
