PLANNING DIVISION <br /> Stockton, CA 95205 <br /> RE : SU-89-1 Major Subdivision application to divide <br /> 38. 72 acres into 23 one-and-one-half acre parcels. <br /> The San Joaquin County Air Pollution Control District has <br /> reviewed the Application Referral for ATC Realty Nine , <br /> Inc. and J. Glen Shaljean wherein a Major Subdivision <br /> application to divide 38. 72 acres into 23 one-and-one-half <br /> acre parcels. The project would be located on the south <br /> side of Eight Mile Road, 3550 feet east of State Route 99, <br /> west of the California Traction Railroad line, in the <br /> rural residential area of Morada, northeast of Stockton. <br /> The District has the following comments and <br /> recommendations : <br /> 1 . Overall, the Application Referral does not address the <br /> air quality impact of the project in an adequate manner. <br /> The application pronounces all effects of the air quality <br /> as insignificant but does not include any supporting data. <br /> 2 . The District feels that the project will have a <br /> significant effect in the air quality and that the <br /> preparation of an Environmental Impact Report including <br /> the concerns noted in this letter would be most pertinent. <br /> 3. Considering that urban uses are principal contributors <br /> to carbon monoxide and ozone levels, both project specific <br /> and cumulative impact could be significant. The impact of <br /> other development in the area would also have to be <br /> considered for determining the air quality impact of the <br /> project. <br /> 4 . Mitigation measures such as trip reduction measures, <br /> improved traffic flow, etc . should be identified and <br /> incorporated in the report to minimize the effect of the <br /> proposed project on the air quality. <br />
