Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Major Subdivision Tract No . 2246 for the Willows sub- <br /> division based on the Findings in the staff report and sub- <br /> ject to the Conditions of Approval in the staff report . <br /> FINDINGS <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans. " <br /> ° The proposed map is consistent with the residential poli- <br /> cies of the General Plan and with the Rural Residential <br /> designation of the General Plan. There are no applicable <br /> Specific Plans . <br /> 2 . "The design or improvement of the proposed division is con- <br /> sistent with applicable General and Specific Plans . " <br /> a. The number of lots proposed is within the density range <br /> allowed under the Rural Residential designation of the <br /> General Plan. <br /> b. Adequate traffic circulation will be provided by the <br /> design. <br /> c . The subdivision design is consistent with the North Morada <br /> storm drain and water facilities plans . <br /> 3 . "The site is physically suited for the type of development. " <br /> ° The site is relatively flat and can accommodate the number <br /> of units as proposed. <br /> 4 . "The site is physically suitable for the proposed density of <br /> development . " <br /> ° The tentative subdivision map demonstrates that the site <br /> can accommodate 23 rural residential lots . Public water <br /> and storm drainage will be made available to support the <br /> number of units proposed, and each lot in the proposed sub- <br /> division will meet the width, area, and setback require- <br /> ments specified for the RR-65 zone . <br />
