Item No. 3 <br /> D/C 7-9-80 <br /> 5-80-13 <br /> Page 2 <br /> REFERRALS AND REPLIES <br /> - South San Joaquin Irrigation District -- "The irrigation district had some <br /> very general inquiry from the developer on this project at least a year <br /> ago. <br /> As indicated on the General Notes, easements for the SSJID are to be <br /> provided. one facility is the major drainage canal along the west boundary. <br /> Another is a smaller drainage canal running east to west across the <br /> southerly 1/3 of the property. This smaller canal will need to be placed <br /> in a pipeline (by the developer) so as to utilize the property as proposed. <br /> The irrigation district policy is to impose a one time drainage charge <br /> ($600 per acre at this date) upon such a development. We recommend that <br /> a condition of approval be stated requiring verification of SSJID accept- <br /> ance of storm drainage. " <br /> - Continental Telephone Company -- Provide a 10' P.U.E. along lot frontages <br /> and along the SPRR track. <br /> - City of Manteca -- The project is outside the City's sphere of influence. <br /> OTHER CONSIDERATIONS <br /> - Lots 1, 2, 3, 4, and 5 front on Lathrop Road. The General Plan designates <br /> Lathrop Road as an arterial and there is an adopted Lathrop Road Specific <br /> Plan providing for an 84 ' future right-of-way. In order to maintain <br /> maximum traffic safety and traffic capacity, the number of accesses on <br /> Lathrop Road should be minimized. Therefore, the applicant should revise <br /> the subdivision design to eliminate the lots with sole frontage on Lathrop <br /> Road. Moving Germaine Street northward would accomplish this. In the <br /> alternative lots 1 and 2, and lots 3 and 4 could consolidate their <br /> driveways. <br /> - The developer should provide the easement and piping requested by the South <br /> San Joaquin Irrigation District. <br /> - Because the lot sizes proposed are less than one acre, full services <br /> should be provided. (Water, drainage and sewage. ) Since sewage is not <br /> presently available, dry lines should be provided until sewers become <br /> available. <br /> - Based on an Initial Study of the project, the Environmental Review Officer <br /> has prepared a Negative Declaration for the project. <br /> RECOMMENDATION <br /> - Ratify the Negative Declaration and approve the project subject to the <br /> following conditions : <br /> 1) All improvements shall conform with the requirements of the County of <br /> San Joaquin. <br /> 2) Easements for utilities shall be as required by Pacific Gas & Electric <br /> Company, Continental Telephone Company, and all other public utilities. . <br />
