Item No. 11 <br /> PC : 8-7-80 <br /> 5-80-13 <br /> Page 2 <br /> REFERRALS AND REPLIES <br /> - LAFCO <br /> - Continental Telephone - Required a 10' P.U.E. be shown. <br /> - Pacific Gas and Electric Company <br /> - Manteca-Lathrop Fire District <br /> - South San Joaquin Irrigation District - "The irrigation district had <br /> some very general inquiry from the developer on this project at least a <br /> year ago. As indicated on the General Notes, easements for the SSJID <br /> are to be provided. One facility is the major drainage canal along the <br /> west boundary. Another is a smaller drainage canal running east to <br /> west across the southerly 1/3 of the property. This smaller canal will <br /> need to be placed in a pipeline (by the developer) so as to utilize the <br /> property as proposed. The irrigation district policy is to impose a <br /> one time drainage charge ($600 per acre at this date) upon such a <br /> development. We recommend that a condition of approval be stated <br /> requiring verification of SSJID acceptance of storm drainage. " <br /> - Lathrop Water District <br /> - Southern Pacific Railroad <br /> - Western Pacific Railroad <br /> - Lathrop Municipal Advisory Council - The Council recommends approval <br /> with the following conditions : <br /> 1. A package plant for the treatment of sewerage be installed <br /> instead of the proposed individual septic tanks. <br /> 2 . The treatment package plant be removed when future municipal <br /> sewerage becomes available and hook-up into that system <br /> take place at that time. <br /> 3. Terminal drainage into the San Joaquin Irrigation District <br /> be provided with an agreement with SSJID be made prior to <br /> final approval. <br /> OTHER CONSIDERATIONS <br /> - Lots 1, 2, 3, 4, and 5 front on Lathrop Road. The General Plan desig- <br /> nates Lathrop Road as an arterial and there is an adopted Lathrop Road <br /> Specific Plan providing for an 84' future right-of-way. In order to <br /> maintain maximum traffic safety and traffic capacity, the number of <br /> accesses on Lathrop Road should be minimized. Therefore, the applicant <br /> should revise the subdivision design to eliminate the lots with sole <br /> frontage on Lathrop Road. Moving Germaine Street northward would <br /> accomplish this. In the alternative lots 1 and 2, and lots 3 and 4 <br /> could consolidate their driveways. <br /> - The developer should provide the easement and piping requested by the , <br /> South San Joaquin Irrigation District. <br /> - Because the lot sizes proposed are less than one acre, full services <br /> should be provided. (Water, drainage and sewage) Since sewage is not <br /> presently available, dry lines should be provided until sewers become <br /> available. <br /> - Based on an Initial Study of the project, the Environmental Review <br /> Officer has prepared a NegAtive Declaration for the project. <br />
