Item No. 11 PC : 8-7-80 5-80-13 Page 3 DEVELOPMENT COMMITTEE ACTION - On July 9, 1980, the Development Committee reviewed the proposal as to its. conformance with the statutes of the State and the ordinances of the County. - Staff submitted a revised for a portion of the subdivision for Lots 1, 2, 3, and 4 in order to minimize access on Lathrop Road; applicant and engineer agreed upon the revision. - Public Works made changes on conditions for approval, numbers 6 and 4. There may be some revision to conditions 13 and will be presented at the time of the Planning Commission meeting. - Action of the Committee was to forward the project to the Planning Commission with the recommendation to ratify the Negative Declaration and approve the map subject to: 1. All improvements shall conform with the requirements of the County of San Joaquin. 2. Easements for utilities shall be as required by Pacific Gas and Electric Company, Continental Telephone Company and all other utilities. 3. Plans for all improvements to be approved by San Joaquin County Department of Public Works prior to consideration of the Final Map. 4. A terminal drainage system shall be provided. Provision for storm water drainage shall comply with standards and requirements of the Department of Public Works prior to consideration of the Final Map. A three way agreement between the developer, South San Joaquin Irrigation District and the County shall be required. 5. A public water system shall be provided conforming to the requirements of the Local Health District and the Depart- ment of Public Works. The system shall provide adequate water supply for fire hydrants for fire protection in conformance with Section 9-1381 of Ordinance 2634 and the requirements of the County Fire Warden and the Manteca- Lathrop Fire District. 6. A Lathrop Water District shall be formed or annexed prior -.Ito the acceptance of the Final Map to provide for the operation , maintenance, and improvement of storm drainage systems, water systems and street lighting systems. 7. A Preliminary Soil Report, as prescribed in Section 9-1507 of Ordinance 2634, as amended, shall be required. 8. Full street improvements in compliance with Ordinance 672 shall be provided within the subdivision. Lathrop Road shall be fully improved on the subdivided side in compliance with County standards. Curbs, gutters, and sidewalks shall be provided throughout the subdivision. 9. Water supply and storm water drainage systems shall be provided throughout the subdivision. 10. Access to Lathrop Road shall be restricted. A fence shall be constructed along said right-of-way, as described in Section 9-1800 of Ordinance 2634. The subdivision map shall be revised accordingly.
