Item No. 11 <br /> PC : 8-7-80 <br /> 5-80-13 <br /> Page 3 <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On July 9, 1980, the Development Committee reviewed the proposal as <br /> to its. conformance with the statutes of the State and the ordinances <br /> of the County. <br /> - Staff submitted a revised for a portion of the subdivision for Lots 1, <br /> 2, 3, and 4 in order to minimize access on Lathrop Road; applicant and <br /> engineer agreed upon the revision. <br /> - Public Works made changes on conditions for approval, numbers 6 and 4. <br /> There may be some revision to conditions 13 and will be presented at <br /> the time of the Planning Commission meeting. <br /> - Action of the Committee was to forward the project to the Planning <br /> Commission with the recommendation to ratify the Negative Declaration <br /> and approve the map subject to: <br /> 1. All improvements shall conform with the requirements of the <br /> County of San Joaquin. <br /> 2. Easements for utilities shall be as required by Pacific Gas <br /> and Electric Company, Continental Telephone Company and all <br /> other utilities. <br /> 3. Plans for all improvements to be approved by San Joaquin <br /> County Department of Public Works prior to consideration <br /> of the Final Map. <br /> 4. A terminal drainage system shall be provided. Provision <br /> for storm water drainage shall comply with standards and <br /> requirements of the Department of Public Works prior to <br /> consideration of the Final Map. A three way agreement <br /> between the developer, South San Joaquin Irrigation District <br /> and the County shall be required. <br /> 5. A public water system shall be provided conforming to the <br /> requirements of the Local Health District and the Depart- <br /> ment of Public Works. The system shall provide adequate <br /> water supply for fire hydrants for fire protection in <br /> conformance with Section 9-1381 of Ordinance 2634 and the <br /> requirements of the County Fire Warden and the Manteca- <br /> Lathrop Fire District. <br /> 6. A Lathrop Water District shall be formed or annexed prior <br /> -.Ito the acceptance of the Final Map to provide for the <br /> operation , maintenance, and improvement of storm drainage <br /> systems, water systems and street lighting systems. <br /> 7. A Preliminary Soil Report, as prescribed in Section 9-1507 <br /> of Ordinance 2634, as amended, shall be required. <br /> 8. Full street improvements in compliance with Ordinance 672 <br /> shall be provided within the subdivision. Lathrop Road <br /> shall be fully improved on the subdivided side in compliance <br /> with County standards. Curbs, gutters, and sidewalks shall <br /> be provided throughout the subdivision. <br /> 9. Water supply and storm water drainage systems shall be <br /> provided throughout the subdivision. <br /> 10. Access to Lathrop Road shall be restricted. A fence shall <br /> be constructed along said right-of-way, as described in <br /> Section 9-1800 of Ordinance 2634. The subdivision map shall <br /> be revised accordingly. <br />
