PUBLIC HEALTH SERVICfS
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor - Stockton, CA 95202
209/468-3420
December 4, 2001
Mike Carroll, Senior Civil Engineer
San Joaquin County
Public Works Department
Solid Waste Division
1810 E. Hazelton Ave
Stockton, CA 95201
RE: Foothill Landfill Acceptance of Vehicles for Disposal
Pq U 1 /yam
During the last monthly inspection at the above referenced facility it was noticed that the facility
was accepting motor homes and other vehicles (taco truck). The vehicles were complete with
engines, transmissions, rear ends and appliances. In discussions with the site operator, it was
determined that the fluids were drained from the vehicles prior to arriving at the site.
The concern is that the vehicles are equipped with devices that contained metals above the
acceptable levels (copper radiators, starters and alternators, engine components with high lead
and chrome content). The motor homes may still have the appliances (refrigerator, oven, and
heating unit) that may be equipped with hazardous components.
Review of the facilities Report of Disposal Site Information (RDSI) revealed that the facility
could accept vehicles and parts thereof; provided that such waste do not contain waste which
must be managed as hazardous wastes, or wastes which contain soluble pollutants in
concentrations which exceed applicable water quality objectives, or could degrade the waters of
the state. This information is found on page 17 of the RDSI dated 3/3/1995.
The EHD directs you to stop accepting the vehicles immediately. Foothill Landfill can receive
vehicles for disposal if the vehicles have been processed to remove all devices and components
that must be managed as a hazardous waste, or contain soluble pollutants in concentrations which
exceed applicable water quality objectives, or could degrade the waters of the state.
If you have any questions in regards to this matter contact me at (209) 468-0332.
---FJ
 Qa'
Robert McClellon, Lead Senior REHS
Environmental Health Division
Cc: Keith Kennedy, CIWMB
A Division of San Joaquin County Health Care Services
