It is almost 61 acres in size and is located on the northern border <br />of West Grant Line Road, immediately east of the San Joaquin -Alameda County line. The area of concern consists of approximately 40.6 acres within <br />the 61 acre property. Assessor's Parcel Numbers (APNs) 209-450-03 and a portion of 209-450-02 (affected area of adjacent property) have been <br />assigned to the site by the County Assessor's Office. <br />The areas of concern have been identified as impacted with elevated concentrations of the Organochlorine Pesticide (OCP) Dieldrin in the surface soil <br />There are underground telephone, natural gas, and petroleum pipelines that bisect the southwest corner of the site along Grant Line Road. A 25 foot <br />easement on either side of the pipelines and cable utility lines prevent the encroachment of any grading or future redevelopment activities within the <br />referenced easement area. Two Bethany -Byron Irrigation District waterways, Canal 120 and 155, transect the site. Canal 120 flows from the NE corner <br />to the SE corner of the site and Canal 155 is located on the SW corner of the site. These canals are not currently in use and did not serve the site but <br />were used to transport water to the other agricultural property located to the SE. The site is included in the the Mountain House Community <br />redevelopment plan and the proponent SHEA HOMES MOUNTAIN HOUSE, LLC (Shea Homes) proposed future residential development at the site. <br />Shea Homes requested that DTSC provide oversight and supervision for the required environmental investigation (s) and remediation effort(s) in hopes <br />of the site's unrestricted future use. <br />On 16JUN04, a limited Phase II Environmental Site Assessment (Phase II ESA) report was produced for the site. Sampling conducted at the site <br />revealed a presence of the OCP Dieldrin in the surface soils. The report recommended that additional investigation and sampling be conducted. <br />On 22NOVO4, Condor produced a report of pesticide sampling for the surface soil sampling that was conducted on 29JUL04 at the site. 12 locations <br />dispersed around the site were sampled at 0-3 inches below ground surface (bgs) and at 1.5 to 2ft bgs. The analysis of these samples for OCPs <br />revealed Dieldrin at concentrations ranging from .018 mg/kg to .34 mg/kg. <br />On 40CT06, Terrasearch, Inc. (Terrasearch) conducted a PHASE II ESA at the site. Sampling was conducted on 18SEP, 19SEP, and 20SEP06 and <br />samples were collected from 20 locations at multiple depths. The samples collected were analyzed for OCPs and selected metals. The analysis of the <br />collected samples revealed the presence of Dieldrin in surface and subsurface samples exceeding the California Human Health Screening Levels. <br />On 12FEB07, Condor Technologies, Inc. (Condor) produced a Phase II ESA report (approved by DTSC 18JUL07) for sampling conducted on 23JAN07 <br />and 24JAN07. There was also a Phase II ESA technical memorandum dated 15JAN07 (approved by DTSC 19JAN07) produced by Condor. The <br />sampling outlined in the Phase II ESA was conducted in accordance with the technical memorandum. Condor personnel collected 88 surface and <br />subsurface soil samples. The analysis of the samples revealed the OCP Dieldrin in elevated concentrations. Condor recommended further action in the <br />form of focused surface soil removal, and that the Removal Action be conducted under DTSC oversight. <br />On 5JUN07, a Voluntary Cleanup Agreement (VCA) Docket No. HAS -VCA 06/07-147 was fully executed between DTSC and Shea Homes for the <br />proposed development at the site. <br />erisinfo.com I Environmental Risk Information Services Order No: 21080200152 <br />
