TA-88-2 , RELATIVE TO <br /> VARIOUS REVISIONS OF THE PLANNING TITLE (ALL DISTRICTS ) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1 . Approve the Negative Declaration for TA-88-2 and instruct <br /> the Clerk to file a Notice of Determination; and <br /> 2. Approve Text Amendment No. TA-87-2, based on the Bases for <br /> Recommendation given in the staff report. <br /> REASON FOR RECOMMENDATION: <br /> The Text Amendment contains a number of changes intended to <br /> eliminate unnecessary provisions, clarify existing sections, <br /> correct deficiencies or problems with specified code requirements, <br /> simplify maintenance of department records, and make more <br /> reasonable the processing requirements for specified uses . <br /> The Text Amendment would change the Planning Title as follows: <br /> 1 . Specify that the first three violations of the Planning Title <br /> on the same property would each institute an infraction and <br /> that the fourth violation would constitute a misdemeanor, <br /> regardless of the time that has elapsed between (uncorrected) <br /> violations. <br /> 2. Eliminate the time limits for processing applications that <br /> require review by Planning Division staff, necessitate a public <br /> hearing, or involve an appeal by the applicant. <br /> 3 . Provide for permit revocation procedures for all discretionary <br /> permits. <br /> 4.
