ATTACHMENT "A"
FINDINGS OF SIGNIFICANT ENVIRONMENTAL IMPACTS IDENTIFIED Its THE TRAINA
BROTHERS ENVIRONMENTAL IMPACT REPORT (ER-H6-3 )
Section 15091 (a) of the "State CEQA Guidelines" states :
( a) No public agency shall approve or carry out a project for
which an EIR has been completed which identifies one or more
significant environmental effects of the project unless the
public agency makes one or more written findings for each of
those significant efects , accompanied by a brief explanation
of the reationale for each finding . The possible findings
are :
( 1 ) Changes or alterations have been required in, or incor-
porated into , the project which avoid or substantially-
lessen the significant environmental effect as iden-
tified in the Final EIR.
( 2 ) Such changes or alterations are within the respon-
sibility and jurisdiction of another public agency and
not the agency making the finding. Such changes have
been adopted by such other agency or can and should be
adopted by such other agency.
( 3 ) Specific economic , social , or other considerations make
Infeasible the mitigation measures or project alter-
natives identified in the Final EIR.
1 . Impact :
Irreversible loss of 24 acres of prime agricultural land and
encouragement of residential development on prime agri-
cultural land.
Mitigation:
None .
Findinc:
No . 3 , above .
Supporting Facts :
The elimination of prime farm land is an uravcidable impact ,
but the project would be of economic benefit to the County
because it will provide needed housing, jobs , and revenue .
The project site is within an area that has undergone par-
celing, which makes farming practices difficult . Alternative
locations would involve the use of agricultural land
currently not impacted by urban development .
ER-86-3 -2- F-8%-751
