Impact : <br /> Expansion of the Valpico Rural Residential Area is not con- <br /> sistent with the City of Tracy' s or the County' s intent to <br /> encourage development where urban services are available . <br /> Mitigation: <br /> None . <br /> Findinc : <br /> No . 3 , above . <br /> Supporting Facts . <br /> The existing Valpico Rural Residential Area is essentially <br /> built out .
