r
PC: 9-10-67
ZR-67-34/SU-86-12
RECOMMENDATION
It is recommended that the Planning Commission:
1. Recommend that the Board of Supervisors certify Environmental
Impact Report No. ER -86-3 with Findings of Significant
Environmental Impacts and a Statement of Overriding
Considerations.
2. Recommend that the Board of Supervisors approve Zone
Reclassification No. ZR -87-34, based upon the "Bases for Zone
Reclassification Action" in the staff report;
3. Certify Environmental Impact Report No. ER -86-3 with a
Finding of Significant Environmental Impacts (Attachment A)
and a Statement of Overriding Considerations (Attachment B).
4. Approve Major Subdivision No. SU -86-12, based upon the
"Findings for Major Subdivision Action," subject to the
"Conditions of Approval" in the staff report, and subject to
the approval of Zone Reclassification No. ZR -67-34 by the
Board of Supervisors.
BASES FOR ZONE RECLASSIFICATION ACTION
1. "The proposed zone district is consistent with the General
Plan."
This statement is found to be true. The RR -65 zone is con-
sistent with the site's General Plan designation of Rural
Residential. The RR -65 zone is compatible with applicable
Rural Residential General Plan policies.
2. "The site of the proposed zone district is suitable for any
of the land uses permitted within the proposed zone
district."
This statement is found to be true. The site is suitable
for single-family residential uses and RR -65 lot sizes
because sewage disposal, water supply, and storm drainage
facilities are feasible.
3. "The proposed zone district is reasonable and beneficial at
this time."
This statement is found to be true. The proposed RR -65
zone is reasonable at this time because the Board of
Supervisors has determined that the site should be developed
