The applicant has submitted a Major <br />Subdivision application to develop the site. <br />"The proposed zone district will not have a substantial, <br />adverse effect on surrounding properties." <br />This statement is found to be true. Rural Residential <br />development of the site would be compatible with adjacent <br />homesite parcels and with existing and planned uses in the <br />Valpico area. <br />FINDINGS FOR MAJOR SUBDIVISION ACTION <br />"The proposed map is consistent with applicable General and <br />Specific Plans as specified in Government Code Section 65451." <br />The staff can make this finding because the proposed map is <br />consistent with the applicable General Plan Rural <br />Residential land use designation and policies and Planning <br />Title provisions. No Specific Plan has been adopted for <br />the project site. <br />"The design or improvement of the proposed subdivision is <br />consistent with applicable General and Specific Plans." <br />The staff can make this finding because the design and <br />improvement of the proposed subdivision will conform th <br />General Plan policies and Planning Title requirements. <br />"The site is physically suitable for the type of development." <br />The staff can make this finding because the site is rela- <br />tively flat and not subject to physical development <br />constraints or natural hazard. <br />"The site is physically suitable for the proposed density of <br />development." <br />The staff can make this finding because the tentative sub- <br />division map demonstrates that the site can accommodate 13 <br />rural residential lots. <br />5.
