STAFF ANALYSIS
BACKGROUND
PC: 9-10-67
ZR-87-34/SU-86-12_-
On August 27, 1987, the Board of Supervisors approved General
Plan Amendment No. GP -86-1, which designated the 24 -acre project
site as Rural Residential. The Board also directed staff to ini-
tiate an area -wide General Plan Amendment which will expand the
Valpico Rural Residential Area to include approximately 410 acres
in the area bounded by Valpico Road, Chrisman Road, Linne Road, -
MacArthur Drive, and Fairoaks Road (refer to Land Use Map).
Presently under consideration by the Planning Commission are the
concurrent Zone Reclassification and Major Subdivision applica-
tions for the project site. Under the Planning Title, the
Planning Commission is the review authority for the Major
Subdivision application, while the Board of Supervisors is the
review authority for the Zone Reclassification application.
Approval of the Major Subdivision application would not become
effective unless the Board of Supervisors subsequently approved
J the Zone Reclassification.
POLICY CONSIDERATIONS:
Zoning:
The proposed RR -65 (Rural Residential; 65,000 -square -foot mini-
mum lot size) zoning is one of three RR designations which are
consistent with the Rural Residential General Plan land use
designation. The other two designations are RR -100 (100,000 -
square -foot minimum parcel) and RR -200 (200,000 -square -foot
minimum parcel). The proposed lots for the Apricot Acres sub-
division conform to the minimum parcel size for the RR -65 zone.
Housing:
The Planning Division has considered the housing needs of the
County in recommending approval of this subdivision and has
concluded that the housing that may result from this approval
can be balanced with the public needs of existing residents in
the area.
KEY ISSUES:
The key issues for this project relate to areawide circulation
and the provision of water, sewer, and storm drainage facilities -
for the subdivision.
