PC: 9-10-87 <br />ZR-87-34/SU-86-12 <br />Areawide Circulation: <br />Development of the proposed subdivision will necessitate a road <br />circulation plan for that portion of the Valpico Rural <br />Residential Area south of Fairoaks Road, west of the Banta <br />Carbona Irrication District canal, north of the Western Pacific <br />Railroad line, and east of MacArthur Drive (refer to Land Use <br />map). The Department of Public Works recommends that a master <br />circulation plan be prepared for the Traina Brothers General <br />Plan Amendment area (refer to Conditions of Approval). <br />Water, Sewer, and Storm Drainage Facilities: <br />The Major Subdivision application was filed pursuant to Section <br />9-10002(c)(1) of the Planning Title. This section allowed <br />Rural Residential Tentative Subdivision Maps filed prior to May <br />28, 1987, to be considered under development standards in <br />effect prior to that date. On that date, the Board of <br />Supervisors adopted the County Development Ordinance, which <br />required (among other items) that Rural Residential parcels <br />less than two acres be served by a community water system and a <br />community drainage system. As proposed, the Apricot Acres sub- <br />division would be served by individual wells, individual septic <br />systems, and on-site drainage ponds. However, the code provi- <br />sion cited above is permissive, and actual service requirements <br />depend on site-specific conditions. In the case of Apricot <br />Acres, the recommended conditions of approval call fo_r_com- <br />munity water and community storm drainage systems. <br />The Department of Public Works, the Local Health District, and <br />the Tracy Rural Fire District recommend that a public water <br />system be constructed. The Local Health District notes that <br />organic chemical contaminations have been found in the vicinity <br />and that this potential problem can be better monitored and <br />controlled with a public water system. In addition due to the <br />number of septic tanks being proposed and installed in this <br />area,the residents can be better s_er_ved with a public water <br />system. <br />The Department of Public Works recommends that a master <br />drainage plan be prepared for the project and that a community <br />drainage pond be constructed in conformance with the master <br />drainage plan and Department of Public Works standards. <br />Individual septic <br />Public Works and <br />will be required <br />every third lot. <br />systems are acceptable to the Department of <br />the Local Health District.
