sistent with the County Development Policies in effect at this time as <br />well as planned improvements for the potential development of over 400 <br />acres. This would make the entire development fit together. He said <br />the department suggested revision of street alignment and submitted <br />alternatives to be considered. If a new street alignment is approved, <br />the map should be revised to reflect that as well as the intersection. <br />James Miller, Senior Sanitarian with the Local Health District, sub- <br />mitted a report from the Regional Water Quality Control Board dated <br />September 8, 1987. The report indicated traces of chloroform in the <br />water in the area. He said that the state has adopted the E.P.A. <br />regulations and recommends that certain standards not be exceeded. He <br />said that several wells in this area exceed those standards. Mr. <br />Miller said that, at this time, the Local Healt-h-District could not <br />support private, individual, wells and would recommend that there be a <br />test well, and that the results be analyzed. <br />Comm. Bozzano asked that Recommended Conditions Nos. 1(a) and 1(b) be <br />revised to refer to "shall" and not "should." <br />PUBLIC HEARING OPENED <br />PROPONENTS: <br />Carl Trinkle, 31145 South Koster Road, Tracy, said he is a partner in <br />the project and it is not economically feasible to put in a public <br />water system for 13 homes. He noted that according to the report <br />given, the chloroform is coming from Triple E Produce and that the <br />property owner should be made to rectify the situation. <br />Mr. Miller responded that Triple E Produce has stopped their con- <br />tamination. <br />Mr. Trinkle went on to say that if a central well became contaminated, <br />the situation would be worse than if only one or two wells in the <br />vicinity were contaminated. He said that the report refers to "parts <br />per billion" and this is a miniscule amount of contamination. He said <br />that the water in this particular area is better than the water in <br />most of the Tracy area. The location is ideal for individual wells. <br />Since the canal was constructed, the water table has risen 20 feet. <br />Deputy County Counsel Patrick Curran said that there is a potential <br />legal concern. He noted that new information on the water quality in <br />this area has been submitted. The original E.I.R. considered water <br />quality to some extent. The E.I.R. recommended public water on the <br />development. If the County were to consider private wells with this <br />new information, further environmental analysis would have to be <br />given. <br />Comm.
