Mr. Costa went on to say that he plans to develop his 9 acres of land <br />and did not want contaminated water on his property. <br />Chairman Jungeblut said that is why there should be a master plan for <br />the area. <br />Mr. Costa said he felt that requirement of two acre parcels was not <br />practical. <br />Comm. Gillispie noted that only two projects came in prior to the May <br />28, 1987 cut-off date that would allow development on individual wells <br />and septic tanks. Everything else would automatically have to abide <br />by the new development requiremen.x5.(public water and drainage). <br />Chairman Jungeblut asked about a new "estate -type" zoning. Mr. <br />Davisson said that Sedway Cooke and Associates will evaluate that - <br />possibility. Chairman Jungeblut went on to say that it would be more <br />feasible to develop smaller lots with such a zone. <br />OPPONENTS: None <br />PUBLIC HEARING CLOSED <br />Comm. Carter said that the E.I.R. was lacking in information regarding <br />trichloroethylene (TCE) found near the Tracy Defense Depot, located <br />less than one quarter mile away from the project site. <br />In answer to a question, Mr. Miller said that the TCE has not gone off <br />the Defense Depot property as of this time. <br />Comm. Carter said that sooner or later the area must go into community <br />water, but the consideration is for smaller orojects, only requiring <br />individual wells. <br />Chairman Jungeblut said he would not like to see the area break down <br />into two acre parcels in order to meet the requirement for individual <br />wells. <br />Comm. Gillispie said that this is the beginning development of 200 <br />homes on 400 acres and he was of the view that there should be public <br />water. This subject project is part of the larger project. He said <br />that as far as drainage is concerned, the percolation could be the <br />Greatest, but once the area is developed, the ponds can be filled in <br />or not properly maintained. Comm. Gillispie said he would also like <br />to see smaller parcels for this area; that forcing people to co to an <br />extra one-half acre is a step in the wrong direction. He said he <br />thought that was a waste of land. <br />MOTION: Moved, seconded (Gillispie-Rojas) and carried by a unanimous <br />roll call vote (Comms. Morri and Gabbard absent) t <br />1.
