The Developer shall initiate the formation of a County <br />Service Area to be approved by the Local Agency Formation <br />Commission prior to the approval of the Final Map, which <br />shall become operative when the public water system is in <br />place. <br />5. The Developer shall provide for storm drainage in accordance <br />with Board of Supervisors' Resolution No. 76-4201 which <br />allows for the use of on-site storm drainage retention basins <br />on each lot. <br />Further, that the Board of Supervisors direct, by Board Order, <br />that the Department of Public Works shall: <br />1. Develop a Master Plan and funding mechanism for the construc- <br />tion of a public community water system. <br />2. Develop a consultant agreement for the purpose of determining <br />whether a private or a public storm drainage disposal system <br />is the appropriate method to provide drainage. <br />REASONS FOR RECOMMENDATION: <br />On October 15, 1987, County and <br />with the applicant in an effort <br />from the requirements that were <br />sequently imposed as conditions <br />Subdivision Map No. SU -86-12 by <br />Local Health District staff met <br />to resolve the conflict arising <br />recommended by staff and sub - <br />of approval of Tentative <br />the Planning Commission. <br />Although the meeting did not produce full agreement between staff <br />and the applicant, there was a full discussion of the issues <br />under consideration. The recommen- <br />dation also has taken into consideration the fact that the appli- <br />cation was submitted prior to the date of adoption of those <br />policies. <br />FISCAL IMPACT: <br />1. Total Cost <br />A public water system consisting of wells and appurtenances <br />to serve the area encompassed by General Plan Amendment <br />No. GP -88-13 and Subdivision No. SU -86-12 is estimated to be <br />
