Although mitigation measures are E.5 <br />listed, removal of prime agricultural land is significant <br />impact that cannot be mitigated. <br />The CDFA commends San Joaquin County for the excellent discussion <br />on the loss of productive farmland to urban development with <br />recognition of the long and short term social, economic, and <br />environmental impacts. <br />The CDFA recognizes the reality of California's growing popula- <br />tion and the concomitant need for additional residential develop- <br />ment, but we are especially concerned about the rate at which <br />farmland is being converted to urban uses (44,000 acres each year <br />in California). This project would result in the permanent <br />conversion of 410 acres of prime agricultural land to urban uses, <br />is in conflict with two General Plans, and has significant cumu- <br />lative effects which cannot be mitigated. In addition, according <br />to Section 7, "The justification for the use of these non- <br />renewable resources at this time is not firm because similar <br />properties with low agricultural potential and lower requirements <br />are currently available in other areas closer to the City of <br />Tracy.'
