Ms. Norma Wood
Page Two
July 17, 1987
5. Section 3.2 provides an excellent discussion of Agriculture
and Agricultural Economics. Although mitigation measures are E.5
listed, removal of prime agricultural land is significant
impact that cannot be mitigated.
The CDFA commends San Joaquin County for the excellent discussion
on the loss of productive farmland to urban development with
recognition of the long and short term social, economic, and
environmental impacts.
The CDFA recognizes the reality of California's growing popula-
tion and the concomitant need for additional residential develop-
ment, but we are especially concerned about the rate at which
farmland is being converted to urban uses (44,000 acres each year
in California). This project would result in the permanent
conversion of 410 acres of prime agricultural land to urban uses,
is in conflict with two General Plans, and has significant cumu-
lative effects which cannot be mitigated. In addition, according
to Section 7, "The justification for the use of these non-
renewable resources at this time is not firm because similar
properties with low agricultural potential and lower requirements
are currently available in other areas closer to the City of
Tracy.' For the above mentioned reasons, the CDFA recommends the
No Project Alternative for this proposal.
Martha Neuman
Research Assistant
(916) 322-5227
1-10
