However, <br />it may be appropriate for CALTRANS to coordinate with the San Joaquin County <br />Council of Governments to acquire a Park and Ride facility in the Tracy area <br />along Interstate 205. <br />E. The Draft <br />EIR discusses the conversion of prime agricultural land to urban uses as a <br />significant impact on page 5-1 and as an irreversible change on page 7-1. <br />E.2 Infill versus Discontiguous Growth. The Draft EIR discusses conflicts <br />with the General Plans of both San Joaquin County and the City of Tracy in <br />Section 3.1, Land Use and Planning, as well as in Section 5, Significant <br />Environmental Effects Which Cannot Be Avoided If The Project Is Implemented. <br />E.3 Land Use Compatibility. This comment is noted. The Draft EIR also <br />discusses land use compatibility in Section 5. <br />E.4 Cumulative and Growth Inducing Impacts. This comment is noted. <br />Cumulative impacts are also discussed in Section 9, Cumulative Impacts. <br />E.5 Agricultural Impacts. This comment is noted. Section 5 of the Draft EIR <br />also discusses removal of prime agricultural land as a significant impact. <br />F. However, since they relate to the project and not to the EIR, no <br />response is necessary. <br />G. THOMAS M. With limited development, ridesharing is not <br />practical, but as the population base in the area increases, ridesharing will <br />become more feasible and will help to reduce traffic and air quality impacts. <br />See also Comment D.2 and the response to Comment D.2. <br />G.2 Hydrology and Drainage. This comment is noted. Under County development <br />ordinance requirements, master storm drainage plans may be required and should <br />be the responsibility of the developers in the area. <br />G.3 Rural Residential Development Policies. This comment is noted. The <br />focus of the Draft EIR was on the 14 lot subdivision in which all lots are <br />smaller than two acres. However, under the County development ordinance, <br />projects with lots larger than two acres should be reviewed on a case by case <br />basis. If problems are identified, then it may be appropriate to use community <br />water, sewer, and drainage systems on parcels larger than two acres. <br />2-2 <br />
