IN <br /> 1986 . <br /> --------------------------------------------------------------------- <br /> 3. RECLASSIFICATION PETITION NO. ZR-86-25 OF MIKE MADZIER to <br /> reclassify property from C-2 (Community Commercial ) to C-M <br /> (Commercial-Manufacturing) . The property is located on the northeast <br /> and southeast corners of State Route 99 East Frontage Road and <br /> Marfargoa Drive, Southeast Stockton. <br /> Mr. Factor introduced a staff report into the record. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Mike Madzier, 115 North Orange St. , Lodi, was present and <br /> said that this rezoning would give better flexibility for use of his <br /> property. He noted the past use on the property (mobilehome sales ) . <br /> He said he would be able to lease the property for a similar use under <br /> the proposed zoning. <br /> it <br /> OPPONENTS: None <br /> i <br /> PUBLIC HEARING CLOSED <br /> Mr. Davisson noted a revision to Finding #4 ( see motion) . <br /> Comm. Gillispie said that this rezoning splits the parcel by zoning. <br /> He suggested that the area being used for a truck terminal should have <br /> M-1 zoning on it. <br /> Mr. Davisson pointed out that the property is shown as Commercial <br /> Service on the General Plan and a General Plan Amendment would be <br /> required in order to zone it M-1. He said it is possible for the <br /> Commission to expand the C-M zoning for the entire property. <br /> MOTION: Moved, seconded (Berglund-Gillispie) to approve the Negative <br /> Declaration and to recommend approval of C-M zoning to include the <br /> entire property. The bases for this recommendation are as noted in <br /> the staff report with an amendment to #4 , as follows: <br /> No. 4 : The proposed zone district will not have a substantial, <br /> adverse effect on surrounding properties because the review of <br /> the project indicated that no adverse effects would occur because <br /> of the rezoning of the property. <br />
