Item No.
PC: 12-4-86
SU-86-10
Page 4
Highway 99 and established noise contours for the Linds
Airport . Both sets of contours intrude significantly into
the proposed subdivision.
Air Safety/Hazards:
Lands Airport is directly across the street to the south from
the proposed subdivision. There was a fatal airplane crash
within the subdivision several years ago as a result of the
plane hitting a powerline on Jahant Road. The crosswind run-
way passes over this subdivision. COG has informed this
office that residential construction on all lots within the
"Inner Approach/ Climbout" zone is prohibited, and further,
COG recommends denial of the subdivision because of the need
for air space protection and of the subdivision' s proximity
to the airport in general . Referrals have also been sent out
to the FAA and CAB, but we have not received any comment .
Air Quality:
No specific Information is yet available. This area was
touched upon in the original EIR as a problem area. Based on
expected comments from the San Joaquin Air Pollution Control
District and the State ARB, some detailed analysis is to be
expected.
Hazardous Waste Site:
A "Superfund" site is located across Jahant Road at Linds
Airport . It is ranked highest ( i .e. , most in need of
cleanup) of all the San Joaquin County sites. However, this
ranking is according to health benefits that could result by
immediate cleanup rather than the severity of toxic con-
tamination. The Site Mitigation Office under the State
Department of Health recommends no development in the area
until the extent of contamination is better defined.
Currently, the extent of vertical and horizontal con-
tamination has not yet been determined, and since the pesti-
cide dumping is known to have occurred along the ditch
adjacent to Jahant Road, the State is very concerned.
Jahant Slough:
This slough was addressed in the existing EIR. However,
there are some conflicting statements that need to be
resolved. Both Fish and Game and Agricultural Extension com-
mented on the necessity of retaining the riparian vegetation
along the slough. They also stated that drainage from the
