" A <br /> conflict arises in that Public Works and the Army Corps of <br /> Engineers have classified the slough as a terminal drain. <br /> This conflict is further complicated by the fact that the <br /> slough empties into Jahant Lake, which is described as a <br /> valuable, undisturbed, natural riparian environment . <br /> Potential flood hazards from the slough should also be <br /> addressed. <br /> Fish and Game has also indicated that they were dissatisfied <br /> with the lack of County response to their comments on the <br /> earlier EIR. <br /> County General Plan: <br /> Several noise and aviation policies are in conflict with this <br /> project as proposed. <br /> Other Issues: <br /> Tree retention - How many and where? <br /> Fire - Need to identify site acreage/location as requested <br /> by the Fire District . <br /> Schools - Boundary adjustments need to be made so that the <br /> entire subdivision is under a single school district . <br /> 6. The appellant states that the landowners were induced to par- <br /> ticipate in certain street improvements, as those streets <br /> make up the design of the prior tentative subdivision map. <br /> Expenditures of this type are typical of subdivision pro- <br /> jects, and improvements to Woodson Road were all part of the <br /> process in satisfying conditions of approval applied to <br /> S-81-10. These type of improvements are typical of sub- <br /> division projects and are not unusual . <br /> In summary, enough concerns and questions have been raised and <br /> new impacts identified that warrant the need for a "subsequent" <br /> EIR. <br />
