Item No. <br /> PC : 6-5-86 <br /> SU-86-10 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Approve the Negative Declaration, and <br /> 2 . Approve the Major Subdivision subject to the attached con- <br /> ditions and based on the findings noted below. <br /> FINDINGS <br /> 1 . The proposed map is consistent with applicable General and <br /> Specific Plans because the proposed subdivision conforms to <br /> the rural residential designation of the General Plan and its <br /> policies. <br /> 2 . The design or improvements of the proposed subdivision is <br /> consistent with the applicable General and Specific Plans <br /> because the project satisfies, or will satisfy, all develop- <br /> ment requirements of the General Plan. No Specific Plan <br /> exists that will be affected. <br /> 3 . The site is physically suitable for the type of development <br /> because the land proposed for development is generally a <br /> slight, rolling terrain. Areas subject to the 100-year flood <br /> will not be developed. <br /> 4. The site is physically suitable for the proposed density of <br /> development because the site will accommodate the number of <br /> homesites proposed and, when developed, will be compatible <br /> with residential development to the north. <br /> 5 . The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat, because the Initial Study concluded that the sub- <br /> division would not have a significant effect on the environ- <br /> ment . <br /> 6. The design of the subdivision or the type of improvements is <br /> not likely to cause serious public health problems, because <br /> the proposed subdivision will meet the improvement standards, <br /> specifications, and requirements of the Local Health District <br /> and other applicable departments. <br /> 7 . The design of the subdivision or the type of improvements <br /> will not conflict with easements acquired by the public at <br /> large for access through or use of property within the pro- <br /> posed subdivision. <br />
