EIR-79-1 was prepared by this office in 1979 as part of a General Plan Amendment to expand the Collierville area to accommodate additional rural residential expansion. Subsequently, a 103 -lot rural residential subdivision was approved by San Joaquin County on October 15, 1981, and the EIR was certified to cover the potential impact of the project. Only Unit 1 was developed (13 lots). The map has expired, and the applicant proposes to complete the pro- ject. A new application with minor revisions was filed which reduced the remaining number of parcels to 82. The project remains essentially the same, and our intent is to recommend recertification of the EIR again, as no significant changes have taken place in the area. Unfortunately, through staff oversight, the proposed subdivision was set for public hearing without the EIR first being recirculated, as required. The Department of Fish and Game and Caltrans should review the proposal. Conflicting comments have been received from Caltrans (see enclosed). Under the circumstances, the project has been removed from the San Joaquin County Planning Commission agenda and will not be rescheduled until the review period expires.
