Subsequently, a 103 -lot <br />rural residential subdivision was approved by San Joaquin County on <br />October 15, 1981, and the EIR was certified to cover the potential <br />impact of the project. Only Unit 1 was developed (13 lots). The <br />map has expired, and the applicant proposes to complete the pro- <br />ject. A new application with minor revisions was filed which <br />reduced the remaining number of parcels to 82. <br />The project remains essentially the same, and our intent is to <br />recommend recertification of the EIR again, as no significant <br />changes have taken place in the area. Unfortunately, through <br />staff oversight, the proposed subdivision was set for public <br />hearing without the EIR first being recirculated, as required. <br />The Department of Fish and Game and Caltrans should review the <br />proposal. Conflicting comments have been received from Caltrans <br />(see enclosed). <br />Under the circumstances, the project has been removed from the <br />San Joaquin County Planning Commission agenda and will not be <br />rescheduled until the review period expires. <br />
