It is our experience that multi -district school service to a single development is awkward and seldom cost effec- tive. Given the potential for such a situation here, we have referred the matter to Dr. John Bahnsen at the San Joaquin County Superintendent of Schools Office for boundary research and recom- mendation related to potential realignment of school boundaries. The transfer of school territory is a complicated procedure guided by the Education Code. If the territory is uninhabited the issue is less complicated. "It appears that approximately 25% of the area of the development is within the Lodi School District. If there are no boundary adjustments, students in the Lodi Unified portion will attend Victor School on Bruella Road (kindergarten), Houston School on Acampo Road (grades 1 thru 8) and Lodi High School (grades 9 thru 12). Victor and Houston Schools are currently less crowded than other schools within the district; however, this situation can change at any time depending upon new construction and new kin- dergarten enrollments. Lodi High School continues to be extre- mely overcrowded until construction of the district's third high school."
