The appellant notes that the map is substantially in confor- <br /> mance with the previous map, and the number of proposed par- <br /> cels have decreased. Although the appellant is correct in <br /> noting that the design is similar and the number of lots are <br /> reduced, the previous map has expired. This proposal is a <br /> new project and must be reviewed on its own merits based on <br /> all current information and ordinance requirements . <br /> 5 . The appellant states that the Planning Division' s recommen- <br /> dation is not supported by substantial evidence. Following <br /> is a summary of correspondence, reports, and new information <br /> not considered in the previous EIR which was used in arriving <br /> at the recommendation: <br /> Traffic/Circulation: <br /> Letters from both CalTrans and the San Joaquin County Council <br /> of Governments (COG) indicate that the present circulation <br /> system ( including the Jahant Road/Highway 99 interchange) are <br /> not adequate for the anticipated increase in traffic . <br /> Noise: <br /> A report prepared in February 1986 titled "Current and <br /> Projected Noise Contours for . . . Roads, Railroads and <br /> Airports in S . J. County" revised noise contours along <br /> State Route 99 and established noise contours for the Linds <br /> Airport. Both sets of contours indicate a significant level <br /> of noise (over 60 dba) and intrude significantly into the <br /> proposed subdivision. Our policies would currently require a <br /> redesign of the subdivision. <br /> Air Safety/Hazards : <br /> Linds Airport is directly across the street to the south from <br /> the proposed subdivision. There was a fatal airplane crash <br /> within the proposed subdivision boundaries several years ago <br /> as a result of the plane hitting a powerline on Jahant Road. <br /> The crosswind runway passes over this subdivision. COG has <br /> informed this office that residential construction on all <br /> lots within the "Inner Approach/ Climbout" zone is prohi- <br /> bited, and further , COG recommends denial of the subdivision <br /> because of the need for air space protection and of the sub- <br /> division' s proximity to the airport in general . Referrals <br /> have also been sent out to the FAA and CAB, but they have not <br /> responded. <br /> Air Quality: <br />
