Item No. 1
PC : 12-4-86
SU-86-10
Page 5
No specific information is yet available . This area was
touched upon in the original EIR as a problem area. Based on
expected comments from the San Joaquin Air Pollution Control
District and the State ARB, some detailed analysis is to be
expected.
Hazardous Waste Site:
According to the State Department of Health Services, a
"Superfund" site is located across Jahant Road at Linds
Airport . It is ranked as one of the highest ( i .e. , most in
need of cleanup) of all the San Joaquin County sites .
However , this ranking is according to health benefits that
could result by immediate cleanup rather than the severity of
toxic contamination. The Site Mitigation Office under the
State Department of Health recommends no development in the
area until the extent of contamination is better defined.
Currently, the extent of vertical and horizontal con-
tamination of water and soil has not yet been determined, and
since pesticide dumping is known to have occurred along the
ditch adjacent to Jahant Road, the State is very concerned.
It should be noted that information on this toxic site was
not available until recently.
Jahant Slough:
This slough was addressed in the existing EIR. However,
there are some conflicting statements that need to be
resolved. Both Fish and Game and Agricultural Extension com-
mented on the necessity of retaining the riparian vegetation
along the slough. They also stated that drainage from the
subdivision " . . .will seriously disrupt the riparian area. " A
conflict arises in that Public Works and the Army Corps of
Engineers have classified the slough as a terminal drain.
This conflict is further complicated by the fact that the
slough empties into Jahant Lake, which is described as a
valuable, undisturbed, natural riparian environment .
Potential flood hazards from the slough should also be
addressed.
Fish and Game has also indicated that they were dissatisfied
with the lack of County response to their comments on the
earlier EIR.
County General Plan:
This project is in conflict with several policies from the
Noise and Aviation section of the San Joaquin County General
