This basis of appeal is not pertinent to <br /> the requirement of whether or not there is an environmental <br /> impact . <br /> In summary, more than enough concerns and questions have been <br /> raised to satisfy the CEQA criterion that an EIR shall be prepared <br /> whenever potentially significant environmental impacts have been <br /> identified. The new impacts identified justify staff ' s deter- <br /> mination that a "subsequent" EIR shall be prepared. <br />
