As such, noise reduction measures will be necessary <br /> to reduce the noise level to 65 decibels at the property line <br /> (pursuant to Section 9-3800 (b) of the Planning Title) . A noise <br /> reduction condition of approval has been developed to address <br /> this situation. <br /> Traffic Circulation: <br /> Lathrop Road forms the northern boundary of the proposed sub- <br /> division and is classified as a major collector . Lathrop Road <br /> is also subject to an adopted Specific Road Plan with an ulti- <br /> mate right-of-way of 84 feet . As proposed, access to the sub- <br /> division will be restricted to the extension of Avon Street. <br /> This is considered appropriate, given the major collector sta- <br /> tus of Lathrop Road and the existing location of Avon Street <br /> north of Lathrop Road. Individual parcels adjacent to Lathrop <br /> Road will have access on Avon Street only. Secondary access <br /> will be provided via Jonquil Drive from the east . This will <br /> provide adequate access for the subdivision, although it is not <br /> known precisely when intervening property between this project <br /> and Wildflower Estates will develop and the street extended <br /> (refer to Land Use Map) . <br /> The environmental assessment prepared for this project iden- <br /> tified a potential cumulative impact from this and other pro- <br /> posed projects in the Lathrop area. A large scale project (400 <br /> dwelling units, commercial, park, school) called Valley Haven <br /> is proposed on the north side of Lathrop Road just east of this <br /> subdivision. An Environmental Impact Report (EIR) is being <br /> prepared on that project which will address cumulative traffic <br /> effects. As a single, 41-unit subdivision, Sunset Manor is not <br /> expected to have a significant effect on area traffic cir- <br /> culation. <br /> FACILITIES/SERVICES : <br /> Water : <br /> The project is within the Lathrop County Water District . The <br /> District has indicated that those parcels of land within the <br /> District not already served can be served. Both Public Works <br /> and Local Health require public water for the proposed sub- <br /> division. Specific conditions of approval have been developed <br /> to address water supply. <br /> Sewer • <br /> The Lathrop County Water District is in the process of <br /> constructing sanitary sewage facilities that will connect to <br />
