4
Item No. 5
PC : 8-7-86
ZR-86-26
Page 2
STAFF ANALYSIS
POLICY CONSIDERATIONS :
General Plan:
The project site ' s General Plan designation is Residential Low
Density. Both the current and the proposed zoning are con-
sistent with the Residential Low Density General Plan designa-
tion.
The following General Plan policies relate to the proposal .
1 . "In urban centers with municipal sewer and water, residen-
tial expansion . . . will require extension of municipal
facilities . " (Principle 4 . a, page 12 , Policies for
Development , Land Use/Circulation Element)
2 . "To preserve viable agricultural land to the maximum extent
possible in the development and expansion of residential
areas. " (Residential Ojbective, Page 13 , Policies for
Development , Land Use/Circulation Element )
Sewer and water can be made available from the Lathrop Water
District . Smaller lots will allow a higher density of develop-
ment , thereby preserving agricultural lands from encroachment
of residential development . The only restriction to maximum
utilization of the R1-U designation is the limitation of the
sewer allocation system at an average of 4 . 5 allocations per
acre .
Zoning/Subdivision:
The following Planning Code requirements relate to the develop-
ment of the reclassification area:
1 . "In areas designated for urban growth in the General Plan,
all subdivision shall be provided with public water
systems. " (Section 9-9420, Planning Title)
2 . "In accordance with General Plan policy, provision shall be
made for drainage, sewerage, water, and capital improvements
such as schools , parks, public resources, recreation access
and facilities, transportation facilities, and improvements.
In urban centers designated in the General Plan, land shall
be subdivided only when sewer, water , and drainage facili-
ties and improvements are extended at the time of develop-
ment ; . . . 11 (Section 9-9005 , Planning Title)
