Low Density Residential . . . by <br /> the General Plan, curbs, gutters, and sidewalks shall be <br /> provided for every proposed public roadway. " (Section <br /> 9-9352 , Planning Title) <br /> 4 . Residential Zone (R1-U) Intent : "It is the intent of this <br /> chapter to provide for single-family residential neigh- <br /> borhoods of a higher density in certain areas within or <br /> immediately adjacent to population centers where the <br /> Planning Commission has determined that adequate urban faci- <br /> lities and services are available to ensure a physical <br /> environment necessary for the public health, safety, and <br /> convenience. Within urban areas, a neighborhood may be <br /> designated as residential zone R1-U if it is served by <br /> public water supply, sanitary sewer system, and other faci- <br /> lities and services that may be deemed necessary by the <br /> Planning Commission in order to fulfill the purpose and <br /> intent of the ordinance . . . " <br /> All of the above services and facilities are or can be made <br /> available from existing community districts or can be placed as <br /> conditions on later permit approvals. <br /> ZONING/SEWER ALLOCATION: <br /> Both R1-10 and Rl-U zones are consistent with the current General <br /> Plan designation of Residential Low Density. R1-U is appropriate <br /> at this location for several reasons . First , most of the <br /> surrounding development in the Lathrop area has developed under <br /> the RI-U classification. The General Plan promotes a higher den- <br /> sity to preserve nearby agricultural land. In addition, the <br /> recent sewer allocation of 4. 5 units/gross acre set by the <br /> Lathrop County Water District corresponds more closely to the <br /> density of the RI-U zoning classification. This new sewage <br /> system is in the process of being built and connected to <br /> Manteca' s Wastewater Facility. <br /> The actual sewer allocation for this project area will be <br /> somewhat less than if the entire area were developed out with <br /> 6,000 square-foot lots. Depending on a parcel ' s sewer alloca- <br /> tions, some parcels may need to be 7 ,000 or 8 ,000 square feet <br /> net . The applicant ' s property, for example, has 30 sewer alloca- <br /> tions. Based on preliminary calculations, he could achieve <br /> almost 37 units under the R1-U classification. Thus, some lots <br /> will need to be somewhat larger than the 6,000-square-foot mini- <br /> mum. The same will be true for the remaining tract of undeveloped <br /> parcels covered by this zone change . Although it may be possible <br /> to achieve a maximum of 79 lots on approximately 17 acres, the <br />
