Both the current and the proposed zoning are con- <br /> sistent with the Residential Low Density General Plan designa- <br /> tion. <br /> The following General Plan policies relate to the proposal . <br /> 1 . "In urban centers with municipal sewer and water , residen- <br /> tial expansion . . . will require extension of municipal <br /> facilities . " (Principle 4 .a, page 12 , Policies for <br /> Development, Land Use/Circulation Element ) <br /> 2 . "To preserve viable agricultural land to the maximum extent <br /> possible in the development and expansion of residential <br /> areas. " (Residential Ojbective, Page 13, Policies for <br /> Development, Land Use/Circulation Element) <br /> Sewer and water can be made available from the Lathrop Water <br /> District . Smaller lots will allow a higher density of develop- <br /> ment there by preserving agricultural lands from encroachment <br /> of residential development . <br /> Zoning/Subdivision: <br /> The following Planning Code requirements relate to the develop- <br /> ment of the reclassification area: <br /> 1 . "In areas designated for urban growth in the General Plan, <br /> all subdivision shall be provided with public water <br /> systems. " (Section 9-9420, Planning Title) <br /> 2 . "In areas designated as . . . Low Density Residential . . . by <br /> the General Plan, curbs, gutters, and sidewalks shall be <br /> provided for every proposed pubjic roadway.
