Within urban areas, a neighborhood may be designated as residential zone R1-U if it is served by public water supply, sanitary sewer system, and other faci- lities and services that may be deemed necessary by the Planning Commission in order to fulfill the purpose and intent of the ordinance . . . " All of the above services and facilities are or can be made available from existing community districts or can be placed as conditions on later permit approvals. FACILITIES/SERVICES : Water • The project is within the Lathrop County Water District . Those parcels of land not already served by the water district can be served by the district . Sewer : The Lathrop County Water District is: in the process of constructing sanitary sewage facilities that will connect to the City of Manteca Wastewater Quality Control Facility. Construction will be completed about August 1987 . This project area will be served by this system. Preliminary information from the Lathrop County Water District indicates that sewer allotment for this project is approximately 4. 5 lots per acre for unsewered, undeveloped residential lands . This capacity and the R1-U zona will allow the subdivider maxi- mum flexibility. Drainage • County Service Area 4 (Zones A, B, and C) provides terminal drainage to the community of Lathrop. The project site is in Zone C. The terminal drainage is now being constructed and is nearly complete. Land Use : The new preliminary Federal Floor Maps show that this area is subject to the 100-year flood. The 100-year flood elevation is 16. 5 N.G .V.D. Any future development will need to meet Planning Code flood regulations. i
