Mr. Tom Horton <br />Page 2 <br />2. The final cover must be designed in accordance with 14 CCR <br />17773 and include the sources of materials pursuant to 14 <br />CCR 18261.3(a)(7)(D). Due to the recent enactment of Title <br />40, Code of Federal Regulations [40 CFR], Part 258 [Subtitle <br />D], barrier layers in caps must have a permeability of less <br />than or equal to the permeability of any bottom liner system <br />or natural subsoils present [40 CFR 258.60(a)(1)]. Any <br />cell(s) lined with a composite liner will require a cap with <br />a flexible membrane liner. The prescriptive standard cap <br />consisting of a two foot foundation layer, a one foot <br />barrier layer with a permeability no greater than 1 X 10-6 <br />cm/s, and a one foot vegetative/protective layer may only be <br />used over portions of the landfill that do not have <br />composite liners unless an engineered alternative is <br />proposed and approved. <br />When resubmitting plans, operators may either (1) resubmit new <br />copies of the revised plans or (2) submit revised pages for <br />insertion into the current plan. The revision number and date <br />are to be indicated on each revised page or drawing. A revised <br />title page indicating the original plan date and all revision <br />numbers and dates is required. A new table of contents page, if <br />necessary, is also required. <br />Please inform the Board within the next three weeks, in writing, <br />when you will resubmit your closure and postclosure maintenance <br />plans. <br />If you have any questions concerning the plans or cost estimates, <br />please contact me at (916) 255-2353.
