Mr. Tom Horton
Page 2
2. The final cover must be designed in accordance with 14 CCR
17773 and include the sources of materials pursuant to 14
CCR 18261.3(a)(7)(D). Due to the recent enactment of Title
40, Code of Federal Regulations [40 CFR], Part 258 [Subtitle
D], barrier layers in caps must have a permeability of less
than or equal to the permeability of any bottom liner system
or natural subsoils present [40 CFR 258.60(a)(1)]. Any
cell(s) lined with a composite liner will require a cap with
a flexible membrane liner. The prescriptive standard cap
consisting of a two foot foundation layer, a one foot
barrier layer with a permeability no greater than 1 X 10-6
cm/s, and a one foot vegetative/protective layer may only be
used over portions of the landfill that do not have
composite liners unless an engineered alternative is
proposed and approved.
When resubmitting plans, operators may either (1) resubmit new
copies of the revised plans or (2) submit revised pages for
insertion into the current plan. The revision number and date
are to be indicated on each revised page or drawing. A revised
title page indicating the original plan date and all revision
numbers and dates is required. A new table of contents page, if
necessary, is also required.
Please inform the Board within the next three weeks, in writing,
when you will resubmit your closure and postclosure maintenance
plans.
If you have any questions concerning the plans or cost estimates,
please contact me at (916) 255-2353. For questions regarding the
financial mechanism, please call Ms. Allison Reynolds of the
Financial Assurances Section at (916) 255-2703.
Sincerely,
Wes Mindermann
Closure and Remediation Branch
Permitting and Compliance Division
CC: Laurie Cotulla, Program Manager, San Joaquin County
Environmental Health Division
William J.
