PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street • P. O. Box 388 • Stockton, CA 95201-0388
209/468-3420
January 23, 1995
Tom Horton
Integrated Waste Manager
San Joaquin County Public Works Department
1810 E. Hazelton Ave.
Stockton, CA 95201
RE: Agricultural Chemical Container Recycling Plan for the County of San Joaquin
San Joaquin County Environmental Health Division (EHD) has reviewed the
"Agricultural Chemical Containers Recycling Plan for the County of San Joaquin."
Many things are changing at the California Integrated Waste Management Board
(CIWMB) including the way Solid Waste Facilities Permits will be viewed. It should
be less restrictive for solid waste facilities to operate.
EHD will incorporate this recycling plan as Amendments to the Report of Disposal Site
(RDSI) for the Corral Hollow Landfill, Foothill Landfill, and the North County Landfill;
and as Report of Station Information (RSI) for the Lovelace Transfer Station. In the
future submit these types of plans as an Amendment to the RDSI or the RSI. This
change of operation will be written into the next solid waste facility permits.
A new issue that may need to be addressed for Amendments to the RDSI is CEQA.
The lead agency would need to make a finding on whether CEQA needs to be
completed or not.
Send us a schedule of Agricultural Chemical Container Collection Event dates when
they are known. The Agricultural Chemical Container Recycling Plan appears to be
adequate. Please notify of us of any changes to the plan.
If you have any questions please call Ed Padilla at (209) 468-3458.
Ernst Fujimoto, M.D., M.P.H.
Mike Huggins, Supervisor
Environmental Health Division
A Division of San Joaquin County Health Care Services
