TT\TrREASED 1^T7=E QUAN'TTTIES L RECYCT II.0 PROJECT <br />FOOTHILL SANITARY LANDFILL <br />INTRODUCTION <br />The project of record is an application to San Joaquin County <br />Public Health Services for a revised Solid Waste Facilities Permit <br />at the Foothill Sanitary Landfill. <br />The attached checklist addresses the environmental review required <br />by the California Environmental Quality Act (CEQA) of 1970 and the <br />revised CEQA Guidelines of 1994. For purposes of environmental <br />review, the San Joaquin County Department of Public Works is the <br />Lead Agency for this project. <br />CEQA Guidelines Section 15168(b) encourages the reuse of data to <br />reduce paperwork in the preparation of environmental documents. <br />Therefore, the Tracy Materials Recovery and Transfer Facility <br />(Final ETR, December 1993, SCH No. 93042093); the Corral Nollow <br />Sanitary Landfill Increased Waste Quantities Supplement to the <br />Initial Study and Negative Declaration (Neg Dec & Mitigation & <br />Mitigation Monitoring Plans, April 1992, SCH No. 92032019); the <br />Lovelace Road Transfer Station Expansion (EIR, April 1993, SCH No. <br />92092072); and the North County Recycling Center & Sanitary <br />Landfill Recycling Element (Neg Dec, May 1992, SCH No. 92082082) <br />were reference material in the preparation of the environmental <br />assessment for the Increased Waste Quantities and Recycling <br />Project, Foothill Sanitary Landfill. Data appropriate to this <br />project from the published comments of responsible agencies, <br />private citizens in the above documents and responsible agency <br />comments and requirements, following the environmental Scoping <br />Session meeting held January 4, 1995 describing this project, have <br />been incorporated in this environmental assessment. <br />The Corral Hollow Sanitary Landfill, which will close in April <br />1995, is located approximately five miles southwest of the City of <br />Tracy, west of I-580 (Figure 1 - Vicinity Map attached) in south <br />Sar. Joaquin County and operates under Solid Waste Facilities Permit <br />No. 39 -AA -0005, �,7h, ch authorizes a ^eak of 339 tonS of sol, d waste <br />per day. 1 <br />The new Tracy Materials Recovery & Transfer Facility (State <br />Clearinghouse No. 93042093, Final EIR, December 1993), currently <br />under construction, is located approximately 5 miles east of the <br />Corral Hollow Sanitary Landfill and is estimated to begin accepting <br />waste this spring. This recycling and transfer facility will <br />reduce the amount of solid waste needing to be diverted to other <br />landfills or transfer facilities, upon closure of the Corral Hollow <br />Sanitary Landfill. <br />PROJECT LOCATION <br />The Foothill Sanitary Landfill is located approximately 25 miles <br />east of the City of Stockton, in eastern San Joaquin County.
