TT\TrREASED 1^T7=E QUAN'TTTIES L RECYCT II.0 PROJECT
FOOTHILL SANITARY LANDFILL
INTRODUCTION
The project of record is an application to San Joaquin County
Public Health Services for a revised Solid Waste Facilities Permit
at the Foothill Sanitary Landfill.
The attached checklist addresses the environmental review required
by the California Environmental Quality Act (CEQA) of 1970 and the
revised CEQA Guidelines of 1994. For purposes of environmental
review, the San Joaquin County Department of Public Works is the
Lead Agency for this project.
CEQA Guidelines Section 15168(b) encourages the reuse of data to
reduce paperwork in the preparation of environmental documents.
Therefore, the Tracy Materials Recovery and Transfer Facility
(Final ETR, December 1993, SCH No. 93042093); the Corral Nollow
Sanitary Landfill Increased Waste Quantities Supplement to the
Initial Study and Negative Declaration (Neg Dec & Mitigation &
Mitigation Monitoring Plans, April 1992, SCH No. 92032019); the
Lovelace Road Transfer Station Expansion (EIR, April 1993, SCH No.
92092072); and the North County Recycling Center & Sanitary
Landfill Recycling Element (Neg Dec, May 1992, SCH No. 92082082)
were reference material in the preparation of the environmental
assessment for the Increased Waste Quantities and Recycling
Project, Foothill Sanitary Landfill. Data appropriate to this
project from the published comments of responsible agencies,
private citizens in the above documents and responsible agency
comments and requirements, following the environmental Scoping
Session meeting held January 4, 1995 describing this project, have
been incorporated in this environmental assessment.
The Corral Hollow Sanitary Landfill, which will close in April
1995, is located approximately five miles southwest of the City of
Tracy, west of I-580 (Figure 1 - Vicinity Map attached) in south
Sar. Joaquin County and operates under Solid Waste Facilities Permit
No. 39 -AA -0005, ,7h, ch authorizes a ^eak of 339 tonS of sol, d waste
per day. 1
The new Tracy Materials Recovery & Transfer Facility (State
Clearinghouse No. 93042093, Final EIR, December 1993), currently
under construction, is located approximately 5 miles east of the
Corral Hollow Sanitary Landfill and is estimated to begin accepting
waste this spring. This recycling and transfer facility will
reduce the amount of solid waste needing to be diverted to other
landfills or transfer facilities, upon closure of the Corral Hollow
Sanitary Landfill.
PROJECT LOCATION
The Foothill Sanitary Landfill is located approximately 25 miles
east of the City of Stockton, in eastern San Joaquin County. The
facility is south of State Highway 26/Shelton Road on Waverly Road
(Figure 2 - Vicinity Map).
Increased waste Quantities & Recycling Project
Foothill Sanitary Landfill
January 25, 1995
Page 1
