PROJECT CHARACTERIS CS <br />The site is owned by San Joaquin County and is privately operated <br />by, Foothill Sanitary Landfill Incorporated. The Landfill site is <br />approximately °00 acres and is currently permitted to receive a <br />peak of 720 toes of solid waste per day. <br />The Foothill Sanitary Landfill (Landfill) is a Class III solid <br />waste facility that began accepting solid waste in the mid -1960'x. <br />The Landfill has been operating under Solid Waste Facilities Permit <br />No. 39 -AA -0004. When the permit was issued in 1992, the projected <br />site life of the Landfill was estimated to be 65 years. Receipt of <br />solid waste diverted from the to be closed Corral Hollow Sanitary <br />Landfill will reduce the life of Foothill Sanitary Landfill to 55 <br />years. <br />PROJECT DESCRIPTION <br />The project prcroses to revise its Solid Waste Facilities Permit at <br />Foothill Sanitary Landfill in order to accommodate: <br />waste diverted from the April 1995 closure <br />of the Corral Hollow Sanitary Landfill; and <br />• to instigate a recycling program. <br />The revised permit would allow Foothill Sanitary Landfill to <br />receive an average of 1,000 tons of solid waste per day, and a peak <br />of 1,500 tons of solid waste per day. It would also permit the <br />removal of recyclable materials from the waste steam. Thus helping <br />the County meet State of California waste diversion mandates at <br />landfills for 1995 and 2000. <br />The following materials are proposed to be recycled under the <br />revised permit: white goods, metals, tires, paper, plastics, <br />glass, wood/yard waste, and other recyclable materials. Most <br />materials diverted from the waste stream by Landfill personnel, <br />would be stored on-site in bins until full, then hauled to market. <br />Wccd yard waste, meals and t stockpiled i y .-, t , fres Would b ,.ie SLGC�pilc U11L11 a <br />sufficient quantity exists for processing. Bin storage and <br />stockpile locations will vary depending upon the location of fill <br />operations on-site. The estimated size of material stockpiles will <br />not exceed 200 feet long by 200 feet wide and 25 feet high (200'x <br />200'x 25'). <br />It is anticipated that the storage of bulk recyclable materials <br />such as scrap metal, wood waste, yard waste, and tires would not <br />exceed six months. Tires will be stored in an enclosed trailer or <br />in a covered open trailer to keep rain out. Bins containing stored <br />materials will be covered to prevent damage from rain. <br />Incorporated into the Initial Study form is a discussion of <br />environmental issues by topic, as necessary and proposed mitigation <br />measures to avoid or reduce to a level of insignificance any <br />potential environmental impact. <br />Increased waste Quantities & Recycling Project <br />Foothill Sanitary Landfill <br />January 25, 1995 <br />Page 2 <br />
