e )
San Joaquin County Environmental Hea Department State 18-Month Inspection Report
Foothill Sanitary Landfill
SWIS#39-AA-0004
COMMENTS:
The site overall was in good condition. The active face was observed first thing in the morning. Soil is
currently being used for alternative daily cover at the active face. No household hazardous waste was
observed at the active face. A spotter was available to direct the incoming trucks coming to the active
face of Foothill Sanitary Landfill.
During the inspection, gas monitoring wells, SG-12 and SG-4, were monitored for methane gas and
were under the LEL for methane. The gas extraction flare was burning at the time of the inspection.
The flare and power lines are approximately 23 feet away from each other. The flare is being rerouted
for better protection.
The disposal site records and the landfill unit records were checked,at the Department of Public Works
office in Stockton showed them to be maintained and up to date. The permitted traffic volume is 200
vehicles per day. The peak day was on May 27, 2006 at 145 vehicles for the day. The gas monitoring
records indicated that the gas readings were all below the 5%maximum level of methane. Safety
training is provided for the current employees. Load check is done 20-50 times a day at the landfill.
Financial Assurances documents were available.
Page 3 of 3 Inspector
