R5-2003-0020) <br /> Dear Mr. Del Frate: <br /> Enclosed, please find the required review and report of financial assurances for closure, <br /> postclosure maintenance, and corrective action at the Foothill Sanitary Landfill <br /> submitted in accordance with Provision J12E of the above WDRs. <br /> Closure <br /> Financial assurance for closure for the Foothill Sanitary Landfill is provided by an <br /> enterprise fund established by San Joaquin County's Resolution R-90-1190, dated <br /> September 25, 1990. In accordance with Title 27, California Code of Regulations, <br /> Section 22225, a demonstration of the minimum fund balance calculation must be <br /> submitted to the California Integrated Waste Management Board (CIWMB) by that <br /> anniversary date of the fund. The last report was submitted to the CIWMB on <br /> September 9, 2006 for the period of August 1, 2005 to July 31, 2006 (attached). In that <br /> report, the closure cost estimate was increased by the 2005 inflation factor as required <br /> by the CIWMB to $21,526,918.00. The fund balance was $2,906,115.35. We have not <br /> received comment from the CIWMB, and assume that this amount was found <br /> adequate. <br /> Postclosure <br /> Postclosure maintenance funding is provided by Pledge of Revenue Agreement 94- <br /> 1137. <br /> Corrective Action <br /> Historically, San Joaquin County has demonstrated compliance with financial <br /> assurance requirements for corrective action by submittal of a certificate of Self- <br />
