:7 <br />This Remediation Plan is submitted in accordance with Section 20919.5C(3) of <br />Code of California Regulations (CCR) Title 27, which requires notification of the <br />Enforcement Agency of corrective action taken against apparent migration of <br />combustible gas beyond the monitoring perimeter of the Foothill Sanitary Landfill. <br />The FSL is located in eastern San Joaquin County at 6484 N. Waverly Road, <br />four miles east of Linden, CA (Figure 1). Land uses within 1,000 feet of the <br />facility are agricultural. The vicinity receives an average of about 18 inches of <br />precipitation per year. <br />The FSL is a single Class III Waste Management Unit on an 800 -acre parcel. <br />This Unit is comprised of Module "I", Module 1, and future modules. Module "I" is <br />unlined, whereas Module 1 is provided with a liner in conformance with Title 27 <br />CCR and Federal "Subtitle D" requirements. <br />A series of subsurface soil gas monitoring well were installed to monitor for the <br />migration of combustible gas from the landfill property (Figure 1). One of these <br />wells, SG -4, has been repeatedly found to have combustible gas in excess of the <br />regulatory limit of 5% (Title 27 CCR Section 20919.5). The closest property line <br />is approximately 2300 feet north of both the monitoring well and the edge of <br />refuse. Land surrounding the landfill property is open grazing land; therefore, it <br />does not appear that human health and safety is threatened at this time. <br />A landfill gas (LFG) collection and control system has been installed and <br />operated since late February 2007. It does not appear to be significantly <br />influencing the combustible gas concentration at well SG -4. <br />The landfill operator recently reports that the northeast portion of the refuse fill is <br />placed on a send lens which extends east from the landfill. Usually such soils <br />are excavated prior to placing refuse, but refuse in this portion of the landfill was <br />placed with little excavation. Monitoring well SG -4 is apparently centered in this <br />lens, providing a situation in which movement of combustible gas from the landfill <br />to the monitoring well is enhanced.
